MANILA, Philippines - Former defense secretary Gilbert Teodoro Jr. shrugged off his poor showing in the surveys and said he is counting on the local political machinery of the Lakas-Kampi-CMD that he now heads to propel his presidential bid.

Speaking at the “Ikaw Na Ba: The Presidential Interview” on radio station dzBB yesterday morning, Teodoro emphasized that he is leaving his political fate to the sound judgment of the Filipino people.

“I am banking on the support coming from our national and local political machinery and to the sound judgment of the Filipino people to choose their next leader,” he said.

Earlier, Teodoro stressed that his low survey rating is not the actual result of the May 10 presidential elections, adding that he expected his rating to continue to improve due to his exposure and the presence of the Lakas-Kampi-CMD political machinery, especially at the local level.

Rice import policy breeds corruption –– Villar

NACIONALISTA Party standard-bearer Sen. Manuel Villar, Jr. yesterday urged the government to scrap a policy requiring rice importers to obtain priority numbers that would determine when they can import rice.

Villar said the policy implemented by the National Food Authority “opens the system to additional layers of corruption.”

“Who prioritizes the priority numbers?” he asked.

The NFA earlier awarded allocations for importations on a first-come, first-served basis. It reportedly revised the importation guidelines only last Friday.

Upon learning the new rules, importers from the Visayas flocked to the NFA provincial offices to get their priority numbers. NFA’s offices were unusually open last weekend.

“The NFA is taking advantage of the impending shortage of rice supply as a result of El Niño. Some people are out to make a killing at the expense of the people’s misery. This is immoral and inhuman,” he said.

Importers who obtained priority numbers reportedly offered other importers and brokers use of their permits for a fee. Sources said the fee is P250 per bag of rice.

“What is the logic of this new rule for importing rice? Rather than simplifying the rule, the NFA has made it more complicated,” Villar said

BOXING champion Manny Pacquiao has promised to join the campaign sorties of Nacionalista Party (NP) standard-bearer Manny Villar after his fight with Joshua Clottey in March.

“Soon after my return to the Philippines, I will join my beloved president Manny Villar so I can introduce him to our countrymen,” Pacquiao said on Sunday night in Pilipino in a video-taped message shown at a concert rally in Mandaue City that capped the NP’s two-day barnstorming of vote-rich Cebu province.

In endorsing Villar, Pacquiao said: “He’s the only person who can help the poor because he defied poverty to become a successful businessman.”

LAKAS-Kampi-CMD standard-bearer and former Defense Secretary Gilbert “Gibo” Teodoro Jr. said yesterday an effective anti-corruption strategy should adopt a “carrot-and-stick” policy that should also focus on providing incentives to honest, outstanding state employees, and not just punishment against erring public servants.

Gibo said that besides a “carrot-and-stick” policy, a Teodoro administration will fight corruption by ensuring transparency in government contracts, especially for big-ticket infrastructure items, through private sector watchdogs who will monitor the bidding and implementation of these projects.

In the Philippines, the strategy to fight corruption is punitive. Although the more effective approach is prevention by reducing temptations that will entice public officials to commit graft, Gibo said.

“Posibleng gawin yon sa phased in na salary increases at phased in naman na mga incentives, (It is possible to do that [preventive strategy] through phased-in salary increases and phased-in incentives,” Gibo said in a radio interview. “Dapat ipatas mo ang carrot and stick... para may incentives na gumawa ng tama. Ang pinakamagandang incentive din matatakot ang public official na mawalan ng trabaho dahil maganda ang kanyang trabaho.”

He noted, for instance, that under the current setup, a public servant who is able to save the government P1 billion is never rewarded for his or her efforts, but an employee who is caught stealing P10 worth of staple wires is already liable for graft.

In his stint at the Department of National Defense, Gibo said he has already instituted measures to reduce corruption by entering into an agreement with private-sector watchdogs from the Bishops-Businessmen’s Conference of the Philippines and the Makati Business Club, both staunch anti-government critics.

This group, represented by Paterno Menzon and Magdaleno Albarracin of the MBC, helped scrutinize DND contracts to ensure that these are all legal and aboveboard, Gibo said.

“Anytime that they saw something doubtful, even if it is not illegal, at the Bids and Awards Committee of the Department, they immediately approached me and I immediately acted upon their recommendations,” Gibo said.

Gibo said that as a result of this partnership, he was able to nip in the bud several questionable DND contracts, which include among others, the bidding for helicopters and the negotiated procurement of ammunition on his watch.

As for whistleblowers, Gibo said he would encourage them under his administration, but they should have solid evidence, instead of mere allegations, to back up their charges, to ensure convictions in court.

Appearing to have come to her political senses, singer-comedienne Marissa Sanchez has become yet another Edsa ll participant who has publicly apologized to former President Joseph Estrada for having helped in ousting him in 2001.

In Batangas City, Sanchez, who joined the Pwersa ng Masang Pilipino (PMP) campaign around two weeks ago, said she did not know much about Estrada then when she joined the Edsa coup.

For her Estrada deserved to be ousted — that is, until yesterday when she sang “Kahit na Magtiis,” a song written and composed by Estrada, at a political rally for the PMP in Idaan town Batangas.

Sanchez, before a crowd of 2,000 Estrada supporters, said that she was one of those who felt sorry she joined then Vice President Gloria Arroyo during Edsa ll coup d’etat in removing the then sitting President Estrada.

Sa Archbishop Palace binasbasan ni Vidal si Villar na magkaroon ng magandang kalusugan at patuloy na manalangin sa Dios upang matupad nito ang kanyang mga mithiin para sa bansa. Aniya, isang karangalan din ang ginawang pagbisita ng huli sa kanilang lungsod.
Gayunman, nilinaw ni Vidal na hindi pag-eendorso ang ginawang pagbisita ni Villar sa kanya kundi dahil sila ay matagal ng magkaibigan.
Inamin naman ni Villar na hinihiling lamang niya ang “blessing” ni Vidal. Sapat na aniya ito para ipagdasal siya ng cardinal at sa kanyang mga “misyon para sa bansa”.
Nangako din si Villar sa mga residente ng Talisay City na bubuhusan niya ito ng maraming proyekto sa oras na maging pangulo. Aniya, ang mainit na pagtanggap ng taumbayan dito ay nagpapatunay na siya ang nangunguna sa survey.

MANILA, Philippines—Liberal Party presidential candidate Sen. Benigno Aquino III has unequivocally rejected the idea of allowing a state and hero’s burial for the late dictator Ferdinand Marcos which his rival, Nacionalista Party standard-bearer Manuel Villar, is supportive of.

“I would like to apologize to the relatives and those who love Mr. Marcos but we still carry the memories of his long years in office, from 1965 to 1986. What has he done that is so special that makes him deserving to be buried at the Libingan ng mga Bayani?” said Aquino.

In an interview with reporters following a Makati forum, Aquino said the country continued to suffer from problems that were created under Marcos’ rule and the promises he made that he turned his back on.

A TOP OPPOSITION LEADER SAID MINdanao is getting only 9 percent but deserves a “guaranteed” 30 percent of the country’s annual budget because it was the island’s rightful share of national income.

Jejomar Binay, Makati City mayor and candidate for vice president, said future national budgets should reverse “imperial Manila’s neglect” of Mindanao.

He said the same share should apply to lump sums in the national budget, including funds for school buildings and allocations in the Agriculture and Fisheries Modernization Act.

Showing the same vindictive Aquino streak, the late President Cory Aquino’s son, Sen. Benigno “Noynoy” Aquino, and his Liberal Party camp are still making the Marcos burial site an election issue despite the fact that decades have passed as he and his camp blasted at Nacionalista Party (NP) presidential bet Sen. Manuel “Manny” Villar for saying that he has no objections to having Marcos buried at the Libingan ng mga Bayani burial site.

Aquino said Marcos, while having been a Philippine president, has no place among heroes.

Villar has, in his senatorial slate, the son of the late President Ferdinand Marcos, Bongbong.

Gilbert Teodoro, the administration presidential candidate, has also said that he has no objection to having Marcos buried at the Libingin ng mga Bayani and added that he would probably give Marcos a state funeral.

LAKAS-Kampi-CMD presidential candidate Gilbert “Gibo” Teodoro scored on Tuesday the intrigue being peddled by some groups that Sen. Manny Villar is the real candidate of the administration.

However, he admitted that “political lies” will continue to spread and intensify during the entire campaign season.

“That is just a political gossip, of course this is a political season,” he said.

The Liberal Party (LP) has claimed that Malacañang is in collusion with Villar and was seeing to it that the latter will win the presidential elections.

Teodoro said he was not bothered by the rumor because he knew he remains the genuine presidential candidate of the Lakas-Kampi-CMD.

BALANGA, Bataan, Philippines —Sen. Richard Gordon said on Tuesday he has been going around provinces not only to campaign for his presidential bid but also to help educate voters. Several times he turned down requests for money.

Gordon said: "I don't indulge them (people) in their childishness."

He and his running mate Bayani Fernando went around six cities and towns in Pangasinan on Sunday and Monday where Gordon came across a few people who asked for money or who asked him to buy their products.

He replied to them: "If I give you money, I will steal from you. Do you want that?"

When it was Aquino’s turn to speak, he drew laughter when he started off with: “Thank you to Councilor JC for acknowledging that I have a good chance of running this country.”

Senator Ma. Ana Consuelo “Jamby” Madrigal, an independent presidential candidate, said during a presidential forum in Makati City on Tuesday that Villar has the advantage of always being seen on television because of his money.

“If it’s Manny Villar’s face you want to see, then of course he has the advantage of being seen…,” said Madrigal.

MANILA, Philippines—Quit now or face legal hassles later.

Commission on Elections Chair Jose Melo issued this advice a day after the Supreme Court declared that appointed officials running in the May 10 elections were deemed resigned when they filed their certificates of candidacy.

“If I were a candidate, I will just resign to avoid the hassle,” Melo said in a news briefing Tuesday.

He added that these officials had enjoyed nonstop campaigning since October last year, and it was only proper that they stepped down from office. He reminded the candidates that “right now, we are under the old system.”

Supreme Court spokesperson Midas Marquez on Monday said the decision was effective immediately but on Tuesday he invited the parties in the case to file a motion for clarification.

“There seems to be confusion on whether the decision is immediately executory; it’s actually an unusual case,” he said.

MANILA, Philippines—Senators Benigno "Noynoy" Aquino III and Ma. Ana Consuelo “Jamby” Madrigal and Olongapo city councilor JC De Los Reyes pledged Tuesday to waive their rights under the Bank Secrecy Law to open their accounts to the public if elected president.

Appearing at the Second Integrity and Human Rights Conference at Hotel Intercontinental Manila, Aquino said he would do so to prove his sincerity in fighting corruption.

But he said he would not presume that members of his Cabinet would do the same, as bank accounts were in the realm of individuals' privacy, protected by the Bill of Rights.

De Los Reyes said he would extend this waiver to his wife. "They won't find anything (in our accounts) anyway," he said.
