Supreme Court voids NP-NPC merger

MANILA, Philippines - The Liberal Party (LP) stopped the Nacionalista Party (NP) yesterday from acquiring the status of dominant minority party after the Supreme Court (SC) voided the NP’s coalition with the Nationalist People’s Coalition (NPC).

In a unanimous decision, the SC agreed with the LP that the Commission on Elections (Comelec) committed “grave abuse of discretion” in disregarding its own deadline in approving the NP-NPC coalition.

“(The) NP-NPC’s petition for registration as a coalition is time-barred,” read the decision.

“Thus, Comelec was wrong in ordering the out-of-time registration of the NP-NPC coalition.

“In so ruling, we emphasize that the matter of party registration raises critical election concerns that should be handled with discretion commensurate with the importance of elections to our democratic system.

“The Comelec should be at its most strict in implementing and complying with the standards and procedures the Constitution and our laws impose.”

It’s official: NPC backing Villar, Loren candidacy

It’s official.

The Nationalist People’s Coalition (NPC) formally supported the candidacy of Nacionalista Party standard-bearer Sen. Manuel “Manny” Villar Jr. and that of his running mate Sen. Loren Legarda.

“We are now formally supporting the candidacies of Sen. Villar and Sen. Legarda,” NPC spokesman and Rep. Rex Gatchalian of Valenzuela City (Metro Manila) told reporters during a press conference on Tuesday.

Also present at the gathering were Legarda and Mayor Sherwin Gatchalian of Valenzuela City.

Rep. Gatchalian said that the “party machinery of NP and NPC and LDP [Laban ng Demokratikong Pilipino headed by Sen. Edgardo Angara], as well, are solidly behind the candidacies of our national candidates.”

NP expecting more recruits from other parties

MANILA, Philippines -- As members of the troubled administration party huddle to gather support for their candidate, the Nacionalista Party expects more converts to leave rival parties and pledge support for their presidential bet, Sen. Manny Villar.

Senatorial bet Gilbert Remulla said on Monday the party was encouraged by its fresh list of backers from the administration's Lakas-Kampi-CMD, the Nationalist People's Coalition and other “non-aligned” politicians across the country.

“We are happy to report that we have seen a deluge of support from politicians from different parties—Lakas, NPC and other non-aligned congressmen, mayors,” Remulla said in a press briefing past noon Monday.

Remulla said some 16 lawmakers from northern provinces and local officials have crossed party lines to endorse Villar and the party slate.

Comelec affirms ruling on NP-NPC coalition

The Commission on Elections (Comelec) on Tuesday stood pat in its decision to grant accreditation to the coalition of the Nacionalista Party (NP) and the Nationalist People’s Coalition (NCP) in spite the NPC’s failure to meet the deadline for registration of political parties.

“That provision refers to groups that are not yet registered as parties. The NP registered even before you were born. And NPC has been long time registered. So, these are registered organizations. They do not come under that provision, which gives deadline,” said Comelec Commissioner Nicodemo Ferrer.

Ferrer, who heads the poll body second division, issued the statement as the Comelec came under fire for its approval of the NP-NPC coalition.

Teodoro, Nograles trade barbs

MANILA, Philippines—Saying that Lakas-Kampi-CMD standard-bearer Gilbert Teodoro faced “irreversible defeat” in the May elections, House Speaker Prospero Nograles is consulting with former President Fidel V. Ramos and other senior Lakas leaders on how to save the party and stop the wave of defections.

“Defeat appears irreversible for the Lakas-Kampi-CMD standard-bearer. It was a mistake to choose him in the first place. In the past several months that he promised to reverse the trend of defeat, nothing happened. It only led to defections left and right, and disenchantment everywhere,” Nograles said in a statement.

Nograles doubted that Teodoro can win, even in the administration’s traditional bailiwick of Mindanao, because he said he has done nothing while the coalition’s key leaders in the region jump to rival parties.

Automated polls supplier Smartmatic Corp. is one extremely lucky firm, as it has also become the delivery handler of official ballots for the May 10 elections after it cornered a half-a-billion-peso contract from the poll body last March 24 aside from the P11.3-billion deal for the supply of the computerized elections equipment.

The Bids and Awards Committee of the Comelec in Resolution No. 95-2010 last March 24 named Smartmatic as the winner of the contract and the awarding was approved by the Commission on Elections (Comelec)

En Banc on the same day.

With the contract, Smartmatic practically has full control of the conduct of the elections a month from now where fears of a new form of automated cheating are currently being raised.
