Teodoro: I have a good chance of cornering Ilocano votes

SAN FERNANDO, La Union – Administration candidate Gilbert Teodoro believes he has a “very good chance” of cornering the Ilocano vote, but acknowledges that he has to work hard for it.

Arriving at the Don Mariano Marcos Memorial State University here late Friday afternoon for a campus visit, Teodoro was mobbed by students and teachers as he sauntered to the gym. And most of the people in the crowd stayed even if the only form of entertainment came from the banter of Governor Manuel Ortega, who also belted out two songs dedicated to the presidential bet.

Teodoro knew he was in one of his bailiwicks.

“I have a very good chance in La Union. In all Ilocano areas, we have very, very good chance,” he said when asked about his chances in an interview after the event.

Asked if he believes there is an Ilocano vote, he said, “I think so,” but added that he has to work hard for it to ensure that gets the people’s votes.

Teodoro: A college graduate for each family

MANILA, Philippines – Administration candidate Gilbert Teodoro has vowed to implement an education agenda that sought to target at least one college graduate per family.

“Ang target natin bawat pamilya ay magkaroon ng isang college graduate [Our target is for each family to have at least one college graduate],” Teodoro said in a recent dialogue with barangay (village) officials, women’s groups, youth and fisherfolk groups in Muntinlupa City.

He underscored the need to raise the standards of the basic education system to make it competitive with internationally, improve training program for teachers, and introduce a sustainable student loan program to deserving students.

Mike Toledo, Teodoro’s spokesman, admitted that the aim of ensuring at least one degree holder for every family was “ambitious” but doable.

“You heard him say how important quality education in lifting the economy, thus a Teodoro administration would ensure that sufficient fund is available for those deserving but underprivileged students,” he said in a phone interview.

Under the proposed program, a seed capital of P5 billion to P6 billion will be set aside in the Social Security System and invested in income-generating schemes to ensure sustainability.

Students can avail of this loan program for their education, which they can start paying once they get a job.

One payment scheme will be through salary deduction when the person gets a job, Toledo said.

He said the formula was proven successful in other countries based on the students that have graduated from college.

Villar vows to raise budget for AFP modernization

MANILA, Philippines - Nacionalista Party standard-bearer Sen. Manuel Villar vowed yesterday to use savings from a successful anti-corruption drive for modernizing the Armed Forces if he is elected, saying the current budget of P5 billion for the program is not enough.

Villar said that if the government manages to recover at least 10 percent of the P250 billion lost to corruption every year, the military would have enough funds to modernize.

The NP presidential candidate made the promise a day after his visit to detained Col. Ariel Querubin at the Intelligence Service of the Armed Forces of the Philippines in Camp Aguinaldo in Quezon City.

Querubin, a senatorial bet under the NP, has been under military custody since 2006 in connection with the Marine standoff at Fort Bonifacio on Feb. 26 in the same year.

Querubin and some junior Marine officers as well as the Magdalo Group led by detained Sen. Antonio Trillanes IV had denounced high-scale corruption in the AFP.

MALOLOS CITY , Philippines – Former senator Ernesto Maceda yesterday identified El Shaddai leader Mike Velarde as the emissary of a presidential candidate who allegedly tried to persuade former President Joseph Estrada to withdraw from the presidential race.

El Shaddai spokesman Mel Robles denied yesterday that Velarde discused this directly with Estrada. A source in El Shaddai recalled a television interview wherein Velarde told Estrada “not to run.”

In an interview yesterday on radio dwIZ, Maceda did not directly identify the presidential candidate behind Velarde, but added in Filipino that “it’s easy to identify the presidential bet, because we know who was endorsed by Bro. Mike.”

Binay issued the statement on Friday, criticizing cosmetics firms for allegedly distorting the Filipino’s concept of beauty.

The statement came after the Bureau of Food and Drugs ordered the banning of China-made whitening products found to contain high levels of mercury and steroids.

CANDON, ILOCOS SUR, Philippines—NBN-ZTE whistle-blower Jose De Venecia III said he was energized by the support of “reform-minded” groups from the Armed Forces in his senatorial candidacy.

De Venecia, who is running under deposed President Joseph Estrada’s Pwersa ng Masang Pilipino, said the endorsement of the Magdalo Group and the Rebolusyonaryong Alyansang Makabayan-Young Officers’ Union (RAM-YOU) had inspired him in his advocacy against corruption.

“Magdalo’s support has strengthened my resolve to bring my fight for clean government to the Senate, along with our advocacy to genuinely uplift the lives of the poorest of the poor,” De Venecia said.

CANDON CITY, Ilocos Sur --- Former President Joseph Estrada was at a loss for words in describing how warmly he was received by the people of Ilocos Sur, the bailiwick of his former friend turned accuser, former Ilocos Sur Gov. and now Deputy National Security Adviser Luis “Chavit” Singson.

“I am very happy about the warm welcome given me here,” Estrada told reporters before partaking of a sumptuous lunch hosted by Candon City Mayor Allen Singson, son of Ilocos Sur Rep. Eric Singson and a distant relative of Chavit.

Estrada, who motored to this city from Laoag in Ilocos Norte yesterday morning, said he may not get the votes he got here in 1998 when he ran for president because of his botched friendship with the former governor, but he is still confident of the support of a big block of votes coming from the supporters of the Pwersa ng Masang Pilipino (PMP) gubernatorial candidate, broadcaster Efren “Rambo” Rafanan, who is said to have won the Ilocos Sur governorship but whose protest was never attended to by the Comelec.

Rafanan is Chavit’s arch political rival.

The 400,000-strong Liga ng mga Barangay sa Pilipinas has thrown its full support to a measure filed by Puwersa ng Masang Pilipino (PMP) senatorial candidate Rodolfo “Ompong” Plaza seeking to defer the barangay and Sangguniang Kabataan elections in October so that funds intended for the local polls can be used in mitigating the effects of El Niño.
The group’s national president, Ricojudge “RJ” Echiverri, said the move by Congress to postpone this year’s local polls “is most welcome and timely,” explaining the threats posed by El Niño to the economy should be dealt with more seriously.
“It (El Niño) is a calamity of grand scale. We can forego the barangay elections so that government from the president down to the least barangay official will have more time and resources to help the public cope with the long dry spell. Unless we all do our share, we will be facing one of the worst tragedies ever,” Echiverri, son of Caloocan City Mayor Recom Echiverri, stressed.

Talking to farmers in the towns of San Carlos, Manaoag, and Villasis in Pangasinan, Fernando assured them that should he get elected, he would introduce new irrigation and flood control systems using his expertise and experience as the former chairman of the Metropolitan Manila Development Authority.”If funds have been provided for the new irrigation and teaching new methods of agri-business to the farmers, we will not have a shortage of food and we will not spend billions of money,” said Fernando.

Comelec tells party-list groups: Name nominees

MANILA, Philippines - Party-list groups joining the May 10 elections have until March 26 to submit their list of nominees, the Commission on Elections (Comelec) said yesterday.

Comelec Commissioner Gregorio Larrazabal said nominees must satisfy the minimum qualifications provided in election laws.

After receiving the list, the poll body must immediately publish it in three national newspapers, he added.

Larrazabal said under Resolution No. 8691 issued by the Comelec last Nov. 3, party-list nominees who are holding public appointive office shall be considered resigned upon their acceptance of the nomination.

“Unless they accept the nomination, they are not considered nominees of the party-list organization and they are not required to resign,” he said.

MANILA, Philippines - The last batch of Precinct Count Optical Scan (PCOS) machines that will be used in the May 10 automated elections is set to arrive in Manila today, according to Commission on Elections (Comelec) Commissioner Gregorio Larrazabal.

Larrazabal said a total of 13,580 PCOS machines are expected to arrive this morning, completing the 82,200 PCOS machines ordered by the Comelec.

Smartmatic-Total Information Management (TIM) Corp. had been contracted to produce 82,200 PCOS machines for the P7.2-billion poll automation project. Of these units, 6,739 are spare machines.

Smartmatic also bagged the P243-million contract to manufacture 77,000 ballot boxes.

The timeline given to Smartmatic-TIM to turn over the machines was Feb. 28, but the joint venture set a self-imposed deadline of Feb. 26.

MANILA, Philippines - The issue of corruption in the Philippine government should be made the priority of every candidate seeking the presidency in this year’s election in order to achieve the country’s full potential in terms of economic growth and poverty reduction, British Ambassador Stephen Lillie said yesterday.

“This is an issue that matters hugely to foreign investors, just as it does to ordinary citizens. So central government will need to continue to keep counter-corruption high on its policy agenda, before and after the elections,” Lillie told the gathering of delegates from the League of Cities of the Philippines and The Asia Foundation.

Lillie made the statement as guest speaker of the conference seeking the review of counter-corruption reforms implemented by six cities supported by the British embassy.

MANILA, Philippines—As if to prove that he can connect with the masses, Lakas-Kampi-CMD presidential standard-bearer Gilbert Teodoro ate with his hands when he met with poor fisherfolk at a campaign sortie in Muntinlupa Thursday.

Teodoro sat to a simple meal of fried tilapia, pork and chicken adobo, tomatoes and hardboiled eggs with members of the Nagkakaisang Samahan ng Maliliit na Mangingisda ng Muntinlupa (Nagsama), an umbrella organization of fisherfolk from the eight barangays (villages) of Muntinlupa.

“That one does not know how to eat with his hands,” observed one lady as she joined a crowd to watch the Harvard-educated scion of the prominent Cojuangco family go through an initiation of sorts.

But Teodoro proved the doubters wrong. He proceeded to squeeze the juice of a tomato on the rice and pork on his plate before shaping them into a mound and going at it with all five fingers.

MANILA, Philippines—The top two rivals in the May presidential race hosted star-powered gatherings that ostensibly marked the anniversary of EDSA I but were suspiciously political.

One showered a packed coliseum with yellow confetti, the other drew orange-shirted followers to a mall for a rock concert.

Cheered by a crowd singing EDSA theme songs, Liberal Party presidential candidate Sen. Benigno “Noynoy” Aquino III marked the 24th anniversary of the 1986 People Power Revolution at the Araneta Coliseum in Cubao, Quezon City, promising to right the wrongs of the Arroyo presidency.

He said the Arroyo administration owed its mandate to a people power uprising yet it ended up in many ways worse than the Marcos dictatorship which the 1986 revolt had toppled.

ILOILO CITY—It was hard to gauge how administration standard-bearer Gilbert Teodoro truly felt about a Supreme Court ruling that declared that appointed officials running in the May 10 elections were deemed resigned when they filed their certificates of candidacy.

During a tour of Iloilo City on Tuesday, Teodoro said appointed officials must heed the Supreme Court ruling.

“The Supreme Court has ruled and (this) should be followed,” Teodoro told reporters during the launching of a volunteers’ center for his candidacy in Jaro district in Iloilo.

But during a birthday party for Edgardo Pamintuan, Subic-Clark Alliance Development Council chair, in Angeles City late Tuesday, Teodoro said, “I will not advise them to resign.”

Bongbong asks Noynoy not to be too personal

ILOCOS Norte Rep. Ferdinand “Bongbong” Marcos yesterday said his father, the late President Ferdinand Marcos, deserves to be buried at the Libingan ng mga Bayani being a World War II veteran.

“My father is long dead. My only wish is that he will be given a decent burial,” said Marcos.

Rep. Marcos asked presidential candidate Benigno “Noynoy” Aquino III not to be too personal against them and instead open his heart towards genuine reconciliation.

“We must come together. We must move forward. We need genuine reconciliation.

It’s time we bury the hatchet. I hope he won’t get too personal,” he said.

The Ilocos Norte congressman made his statement after Aquino claimed that he won’t allow the late president to be buried at the Libingan ng mga Bayani if he is elected president.

The young Marcos said he finds it strange why Aquino suddenly backtracked from his earlier stand of creating a commission that would decide whether the older Marcos can be buried at the resting place for heroes.

“I just hope that Noynoy will remove anger from his heart. We need genuine reconciliation so the nation can move forward. ’Wag na niya kaming personalin,” said Rep. Marcos.

MANILA, Philippines - Sen. Manny Villar Jr. is the most trusted presidential candidate in the May 10 elections, according to the latest Pulse Asia survey.

Villar received a 70-percent majority trust rating in Pulse Asia’s January 2010 Pre-Election Survey conducted from Jan. 22 to 26, while Sen. Benigno “Noynoy” Aquino III was a close second with 64 percent.

Former President Joseph Estrada posted practically the same trust and distrust ratings (33 percent versus 37 percent) while public assessment of the trustworthiness of former Defense secretary Gilbert Teodoro Jr. - the administration bet - is divided, with 36 percent of Filipinos ambivalent on the matter, 32 percent trusting him, and 31 percent distrusting him.

Sen. Richard Gordon had a 26-percent trust rating against 32 percent who distrusted him.

DESPITE the clash of opinions among its members who come from diverse backgrounds and different ideologies, the Nacionalista Party remains a united and democratic political organization as the May presidential election approaches, NP standard-bearer Manuel Villar said yesterday.

Villar cited the three senatorial candidates in the NP slate who, he said, are on the opposite side of the political spectrum.

The former Senate president was referring to militant Representatives Satur Ocampo and Liza Maza, who are running for senator in the NP under the Makabayan Party, and Ilocos Norte Rep. Ferdinand “Bongbong” Marcos Jr., son of ousted President Ferdinand Marcos, who sent Ocampo to military detention during martial law.

Villar firms up vow vs poverty after high trust rating

MANILA, Philippines – Senator Manny Villar was elated by a recent survey, showing him as the most trusted presidential candidate.

Villar said the Pulse Asia survey from January 22-26 further strengthened his commitment to uplift the lives of the people and his resolve to wage an "issues-based campaign leading to eventual victory in May."

"I am grateful to the Filipino people for continuing to put their trust in me and our candidacy. It can be likened to a report card for public servants like us," he said in a statement on Wednesday.

“The latest Pulse Asia survey reflects the fruits of our efforts to present a genuine platform of poverty alleviation and economic growth to all Filipinos. At the same time, the trust that our countrymen continue to show us is a challenge to live up to the ideals on which our candidacy is anchored," he said.

With less than three months to go before the elections, it appears from the most recent survey that Sen. Manuel “Manny” Villar Jr. and Sen. Benigno “Noynoy” Aquino 3rd are the frontrunners in the May 10 presidential race.

Results of the latest Pulse Asia survey showed that Villar and Aquino, consisternt top choices for president in surveys, were the only candidates trusted by majority of Filipinos.

“Among those seeking to become the country’s next president, only Senators Manuel Villar Jr. and Benigno Aquino 3rd enjoy majority trust ratings [70 percent and 64 percent, respectively],” Pulse Asia reported on Wednesday.

The top two presidential candidates were also the only ones who got a 100-percent awareness rating. Villar garnered a net trust rating of +58 and Aquino +52.

Speaking at the 33rd 553rd general membership meeting of the Philippine Management Association of the Philippines in Makati City, Aquino said he believes that apart from setting a good example, increasing the salary and benefits of public officials will lessen graft and corruption.

"Let’s give them the wherewithal to do that (maintain a decent lifestyle)," he said, on how he intends to prevent his allies from committing graft and corruption.

Aquino noted the President gets only P50,000 a month despite the amount of work the people expect from him or her, including presiding over the use of a trillion-worth national budget.

LP calls NP-NPC coalition ‘bogus’

THE Liberal Party has claimed bragging rights as the dominant minority party saying the merger of the Nacionalista Party and the Nationalist People’s Coalition of tycoon Eduardo Cojuangco Jr. was "bogus."

"It is beyond doubt that the supposed NP-NPC coalition is not a registered political party. It is therefore not qualified to file a petition for the accreditation for dominant party status," LP said in its Feb. 23 petition before the Commission on Elections.

LP said the NP-NPC coalition is a mere "afterthought" in a bid to grab the dominant minority party status.

It noted that the coalition was only formed in Jan. 10, 2010, which is six months after the Comelec’s deadline for party registration.

"The out-of-order petition filed by this imaginary coalition scorns both the political party system and the electoral exercise," LP stressed.

MANILA, Philippines—Sen. Benigno “Noynoy” Aquino IIII said he would “throw the book” at officials of the Department of Education (DepEd) for failing to prevent error-riddled textbooks from being used in the country’s public schools.

In an interview with Inquirer editors and reporters on Tuesday night, Aquino said reforming the country’s education system would be a priority if he were elected.

“Why do we keep on accepting these erroneous textbooks? (Education officials) are authorized to issue contracts every five years and yet when the book is produced, there are 500 errors,” Aquino said. “This is my pet peeve.”

He said that he would give DepEd officials a chance if he were elected but if error-filled textbooks still came out, those responsible would face the full force of the law.

Jinggoy: Students, employers to reap SPES benefits

Senate President Pro Tempore Jinggoy Estrada urged school youth and employers to maximize all the benefits and opportunities provided in the improved Special Program for Employment of Students (SPES) law which he principally authored and sponsored.

The new SPES law (Republic Act 9547), enacted in April 2009 and which introduced needed amendments to the original 1992 SPES Act, was based on a Senate bill filed by Estrada in June 2007 and worked for its enactment into law.

MAGALANG, Pampanga — The alleged bailiwick of President Arroyo in Pampanga is not, after all, solid for her.

This as former Pampanga Vice Gov. Cielo Macapagal-Salgado, Arroyo’s half-sister, yesterday announced that she is going to be the campaign manager of the Pwersa ng Masang Pilipino (PMP), the political party of former President Joseph Estrada, in the province of Pampanga.

“We are confident that we are going to win,” Macapagal-Salgado said in an interview at the Dee Hwa Liong College in Magalang where the standard-bearer of the PMP and some of the members of his senatorial slate stopped en route from Arayat to Mabalacat, Angeles City and to the Erap Housing Project in San Jose del Monte in Bulacan where a big rally was held.

ANGELES CITY, Pampanga, Philippines—Lamenting that his “message” for the country has been underreported in the media, presidential candidate and Senator Richard Gordon said he was in favor of allowing foreign companies to own media outfits in the country.

Pushing to amend the Constitution, Gordon said that one of the amendments he would introduce would be relaxing the ban on foreign ownership of media companies.

He told the Philippine Daily Inquirer: "I would open up media for foreign participation so we will really have a competitive media."

Told that national interests might be compromised in the daily reporting, Gordon replied: “It will still be Filipinos who will write the stories.”

THE group of junior military officers headed by Sen. Antonio Trillanes IV, which tried to oust President Arroyo in 2003, has thrown its support behind the presidential candidacy of Sen. Manuel “Manny” Villar of the Nacionalista Party (NP).

The decision by the group, which has 400 national and local chapters with more than 50,000 members, to support the candidacy of Villar was announced on Wednesday by discharged Air Force lieutenant Ashley Acedillo, the group’s spokesman.

Acedillo said that aside from Villar, the Magdalo Group also endorsed the candidacies of Sen. Mar Roxas II for vice president and Ariel Querubin, Pia Cayetano, Jinggoy Estrada, Ferdinand “Bongbong” Marcos, Toots Ople, Gilbert Remulla, Adel Tamano, Danilo Lim, Ruffy Biazon, Vicente Sotto, JV Bautista and Joey de Venecia for senator.

MANILA, Philippines -- Independent presidential bet and Senator Maria Ana Consuelo “Jamby” Madrigal has called for an immediate stop to US military aid to the Philippines, in view of the questionable arrest and detention of 43 health workers suspected of being communist insurgents.

Madrigal expressed hope, on Wednesday, that the Obama administration would “see it fit to withhold Washington's military assistance until human rights abuses, such as the case of the ‘Morong 43,’ are fully resolved.”

Extrajudicial killings, enforced disappearances, illegal arrests and politically motivated prosecution of activists have become basic features of the Arroyo administration, noted Madrigal. According to the independent presidential candidate, “US assistance should not be used as an instrument to further violate human rights.

In 2009, the US Congress withheld $2 million in military aid from the Philippines reportedly due to human rights concerns.

MANILA, Philippines - Commission on Elections (Comelec) Chairman Jose Melo is ready to resign if the May elections fail.

In an interview, Melo said the Comelec is responsible for ensuring the holding of clean and honest elections on May 10.

“I will not shrink on that responsibility,” he said.

“But to be fair to Comelec officials and employees, if something happens beyond our control, it is not their fault.”

Melo said he will answer for any problem with the counting machines even if it’s the responsibility of Smartmatic-Total Information Management Corp. (TIM), the firm contacted to supply the precinct count optical scan machines.

MANILA, Philippines—The Commission on Elections (Comelec) said Wednesday they will be renting an additional printing press to fast-track the printing of ballots for the May automated elections.

Chairman Jose Melo said they made the move to ``make up for the slight delay in printing.”

The fifth printer would arrive “very soon” at the National Printing Office, which has printed last week the 1.7 million special paper ballots to be used in the Autonomous Region in Muslim Mindanao.

“We need to be sure all ballots will be printed,” said Melo.

The 2010 presidential elections in May will likely be marred by massive electoral cheating, a warning that has been earlier aired by the poll body’s Technical Working Group (TWG), in a report to the Commission on Elections (Comelec) en banc.

The anti-fraud company that is supposed to embed through advanced technological and electronic devices which will consist of the safeguards to prevent the use of fake ballots, the BTI Advantage Inc. (BTIE) which has reportedly been favored by the Comelec was pointed to by the TWG to the poll body as “enjoying the support of the powerful (cheating) syndicate in the Comelec.”

The BTIE, according to the same report which was updated on Feb. 3, 2010, “was able to block the notice of award for mysterious reasons” and because it is only Smartmatic and the National Printing Office (NPO) that have their own “safeguards,” and with Comelec having none at all, “Comelec is totally ‘naked’ now.”

“Any clever operator can make fake ballots. It is obvious now that the real purpose of BTIE is either to overprice or sabotage or both (to plunder at least P200 million in overprice or simply sabotage the elections to let cheaters win),” the report said.

"We are now in the process of making judgments and all the presidential and wannabe candidates are facing the public to convince them. We have a month and a half to make up our minds," Ramos said in an interview at the sidelines of the 24th anniversary of the People Power.

Ramos said that he would possibly announce his choice for president by the end of March or by the first week of April.

He said that based on public appearances of candidates in debates, almost all candidates are merely giving motherhood statements.

"I am grateful that they have endorsed my candidacy and have pledged to continue to do so," the detained former military general said in a statement.

"However, their support for Senator Manny Villar's presidency runs counter to my present situation having been adopted and supported by another party," Lim said.

Malacañang yesterday urged the Liberal Party (LP) senatorial candidate, Risa Hontiveros, to consider the option of taking a rest from running after the Chief Executive, assuming that her plan to file a motion for reconsideration does not prosper.

“She (Hontiveros) can pursue the case against the President — she can file any kind of motion... But I am sure that motion for reconsideration will be denied also (by the SC) and I know that Ms. Hontiveros is aware that her case is not going anywhere,” Arroyo’s counsel, Romulo Macalintal, told a press conference.

Deputy presidential spokesman Gary Olivar, for his part, said: “If you (Hontiveros) are going to insist on doing something which you know you have a right to do so but at the same time are aware of the fact that it is not going anywhere, in this case, it only goes to show that you’re just doing it to gain continuous publicity.”

MANILA, Philippines - Lakas-Kampi-CMD standard-bearer Gilbert “Gibo” Teodoro Jr. has overtaken Sen. Manuel Villar as the second most preferred presidential candidate – at least in Davao City.

A survey conducted last Feb. 1-8 among 700 city residents by the polling firm Issues and Advocacy Center (The Center) showed Liberal Party candidate Sen. Benigno “Noynoy” Aquino III leading the race with 37 percent.

Teodoro came in second with 23 percent, followed by Villar, 15 percent; Sen. Richard Gordon, 11 percent; and former President Joseph Estrada, eight percent.

Davao City has more than 948,000 voters.

MANILA, Philippines—Hounded by his ties with President Gloria Macapagal-Arroyo, which some sectors said have kept him low in the surveys, administration standard-bearer Gilbert Teodoro said he hopes the public would see him as his own man.

But he said that despite the negative perception, he would not abandon his party mates in the Lakas-Kampi-Christian Muslim Democrats (CMD) to boost his survey ratings or win the presidency.

“I took my oath as chairman of Lakas-Kampi-CMD, I am running because I was chosen by Lakas-Kampi-CMD, I will stand and I will fall on that,” Teodoro said in an interview over radio dzBB Tuesday.

“Ano’ng aasahan ng ating mga kababayan kung kanilang makikita na para sa aking sarili lang na ako’y magtatakwil ng aking mga kasamahan? Hindi ko naman kukunsintihin ang katiwalian, pero hindi ko rin naman gagawin ang madramang paraan para manalo (What will our people expect from me if they see me abandoning my party mates for my own good? I will not tolerate wrongdoings, but I will not also resort to drama just to win),” he said.

Asked about "Villarroyo," talks that Arroyo's real bet in this election is Nacionalista Party standard-bearer Manuel Villar, Teodoro said they are just "political rumors."

MANILA, Philippines - Former defense secretary Gilbert Teodoro Jr. shrugged off his poor showing in the surveys and said he is counting on the local political machinery of the Lakas-Kampi-CMD that he now heads to propel his presidential bid.

Speaking at the “Ikaw Na Ba: The Presidential Interview” on radio station dzBB yesterday morning, Teodoro emphasized that he is leaving his political fate to the sound judgment of the Filipino people.

“I am banking on the support coming from our national and local political machinery and to the sound judgment of the Filipino people to choose their next leader,” he said.

Earlier, Teodoro stressed that his low survey rating is not the actual result of the May 10 presidential elections, adding that he expected his rating to continue to improve due to his exposure and the presence of the Lakas-Kampi-CMD political machinery, especially at the local level.

NACIONALISTA Party standard-bearer Sen. Manuel Villar, Jr. yesterday urged the government to scrap a policy requiring rice importers to obtain priority numbers that would determine when they can import rice.

Villar said the policy implemented by the National Food Authority “opens the system to additional layers of corruption.”

“Who prioritizes the priority numbers?” he asked.

The NFA earlier awarded allocations for importations on a first-come, first-served basis. It reportedly revised the importation guidelines only last Friday.

Upon learning the new rules, importers from the Visayas flocked to the NFA provincial offices to get their priority numbers. NFA’s offices were unusually open last weekend.

“The NFA is taking advantage of the impending shortage of rice supply as a result of El Niño. Some people are out to make a killing at the expense of the people’s misery. This is immoral and inhuman,” he said.

Importers who obtained priority numbers reportedly offered other importers and brokers use of their permits for a fee. Sources said the fee is P250 per bag of rice.

“What is the logic of this new rule for importing rice? Rather than simplifying the rule, the NFA has made it more complicated,” Villar said

“Soon after my return to the Philippines, I will join my beloved president Manny Villar so I can introduce him to our countrymen,” Pacquiao said on Sunday night in Pilipino in a video-taped message shown at a concert rally in Mandaue City that capped the NP’s two-day barnstorming of vote-rich Cebu province.

In endorsing Villar, Pacquiao said: “He’s the only person who can help the poor because he defied poverty to become a successful businessman.”
