Gibo ready to debate with other presidential bets

Teodoro had earlier said that he doesn’t need to debate with anybody because he has already publicly laid down his platform of governance.
“It’s just fine with me, I am willing to engage any one of them (bets) in an open debate, provided it does not interfere with my campaign schedule,” Teodoro said during in an interview at ABS-CBN morning show “Umagang Kay Ganda.”
His statement was made in response to the question on whether he is ready to debate with Senators Benigno “Noynoy” Aquino III and Manny Villar.
Teodoro expressed confidence that his platform of governance, which already attracted a following among the youth sector, will be the best for the country.

Paying tribute to the overseas Filipino workers (OFWs) contribution to the national economy, Lakas-Kampi-CMD presidential candidate Gilberto “Gibo” Teodoro Jr. pledged yesterday to set up more centers to conduct cultural and legal orientation for prospective migrant workers, particularly the first timers in overseas employment.
According to Teodoro, the centers will focus not only on cultural orientation but also on briefings on the labor and other laws of the country a prospective Filipino worker desires to be employed.
The setting up of more centers was Teodoro’s response to a question aired by a student at a forum in Manila. He was asked what he would do to ensure the protection of the country’s OFWs who are now over eight million worldwide.
“The establishment of such facilities will ensure that our OFWs will not be exploited or pushed around by their employers. Besides this, the cultural seminars will also enable them to mix freely with the natives of the country they will work in,” the 1989 Philippine Bar Examination topnotcher said in Filipino.

Villar said the government’s P298.5-billion deficit last year, which was P48.5 billion over the target, threatens to dampen economic growth in the next two years unless adequate measures are put in place.
“The next administration needs to boost the efficiency of the Bureaus of Internal Revenue and Customs. Our commitment is to improve tax administration, simplify taxation for small businesses and the self-employed, and rationalize fiscal incentives,” Villar said.
“At the same time, we need to ensure that the revenue-raising powers of local government units are adequate and robust to finance public services. Healthy LGUs will take some of the pressure off the national government,” he added.

Roxas slams critics over cheap medicine law

Roxas said critics are rehashing an old issue in the desperate effort to discredit him in the coming elections.
Roxas pointed out that he authored the maximum retail price (MRP) provision in the Cheaper Medicine Law that would ensure lower prices of medicine.
“Didn’t I even badger President Arroyo repeatedly for not implementing this provision?” he asked.
Erap vows to make RP a rice-exporting country

He added that an Estrada administration in 2010 will see the realization of the Philippines becoming a rice-producing and rice-exporting country.
“Food security through agricultural production is at the top of the Estrada Agenda for 2010,” Estrada said.
He will be activating the Agrikulturang Makamasa program again which turned agricultural growth around from negative 6 percent to positive 6 percent in just a little over one year.

“We should eat less rice ... because [too much is] bad for our health. Diabetes comes with too many carbohydrates. I would like a campaign like that,” said Gordon, the standard-bearer of the Bagumbayan party.
Carbohydrates like rice break down as sugar and are stored as fat when not burned as energy.
And an eat-less-rice program fits the doctor’s prescription against lifestyle diseases like obesity, high blood pressure and diabetes, Gordon said.

Comelec Commissioner Nicodemo Ferrer said the poll body would definitely not seek the services of media and show biz personalities who have openly endorsed candidates in the May 2010 elections.
“We cannot just accept the services of actors and actresses who are very much identified with certain candidates. In that way, we will be avoiding the suspicion that we are favoring any of the candidates,” Ferrer said.

The survey, conducted from Nov. 3 to Dec. 5, 2009 among top and middle-level managers, found that 31 percent of respondents expected their enterprises to donate to political campaigns, compared to 45 percent in the 2004 elections and 23 percent in 2007.
The new survey also showed that 17 percent of the respondents expected their companies to donate to more than one candidate for a single position, while 14 percent said they would donate to only one candidate for a single position.

Almost every alumni class has been adopting a celebrity politician since martial law, a practice that has been attacked and defended by leaders of the PMA Alumni Association Inc., said former academy superintendent Brig. Gen. Leopoldo Maligalig.

“This is largely unspoken but (adopting alumni who are politically influential) is really about power,” said Maligalig, himself a former president of PMA “Magilas” Class of 1976.

Legarda demanded the prompt release of the funds after talking with rice farmer Pio Bernardo while campaigning in this third-class municipality, a one-hour car trip from Iloilo City.
Bernardo complained to Legarda and NP standard-bearer Manuel Villar that the weather phenomenon had drastically reduced the palay harvest from the usual 120 sacks of palay to a measly 10 sacks per cropping on his 1.5-hectare farm.

PMP in need of campaign funds — Erap

Estrada, who flew in by helicopter from Manila and motored from Cabciao to Gapan City, said the party is facing some campaign funding problems. He said that campaign contributions are hard to come by compared to his campaign in 1998.
“That is our problem today—we have insufficient campaign funds. There are some contributors, of course, but these come in trickles,” Estrada said in an interview before speaking to a crowd of over 7,000 at the Gapan City Gymnasium.

Comelec Commissioner Gregorio Larrazabal said the poll body has been negotiating with the Kapisanan ng mga Broadkaster ng Pilipinas for networks to air voters’ education materials free of charge.
In exchange for airtime, the networks could avail of tax credits, he added.
Larrazabal said entertainment personalities identified with candidates are also welcome to help in the voter education campaign.
“We don’t promote any candidate,” he said. “What we want is to promote voters’ education.”
The Comelec is set to sign next week an agreement with the Philippine Information Agency to intensify voters’ education.

Since Wednesday, National Grid Corp. of the Philippines (NGCP) has placed Mindanao under red alert because the power situation on the island continued to worsen. A red alert status means that the grid has no reserves.
The Mindanao grid recorded a power supply deficit of 218 megawatts (MW) two days ago, prompting authorities to implement two-hour rotating brownouts.
As of Thursday, the Visayas grid recorded a shortfall of 81 MW, while the Luzon grid enjoyed a reserve of 832 MW.

“Our great economic challenge is to grow by at least eight percent per annum; to raise per capita income of $1,900 to $3,200 when (my) term ends in 2016 and double by 2018. That’s a tall order but it must be our goal in order for us to sustain that growth,” Teodoro said.

“EDSA I is a specific event that was not invented or led by one particular person. No one has a franchise on EDSA I,” he said.

The eldest, Ma. Elena “Ballsy” Cruz, was already adopted on Feb. 15 while the younger ones - Victoria Eliza “Viel” Dee and actress-television host Kristina Bernadette “Kris” Aquino-Yap - will follow suit after the EDSA 1 celebration on Feb. 25.

The ruling party’s presidential candidate Gilberto "Gibo" Teodoro Jr. has declared he favored a review of the economic provisions. But he left the decision to a review body whether it is necessary to amend or revise the 1987 Constitution.
"You will have to amend the Constitution for those (economic provisions), but the matter is best left to a committee to review if amendments or revisions of the Constitution are needed.” Teodoro said.
Teodoro was reacting to a question on the possibility of opening up land ownership to foreigners as well as jobs reserved only to Filipinos under the Constitution, during the presidential forum hosted by the Philippine Chamber of Commerce and Industry (PCCI) last Tuesday.

PMA officials moved the graduation rites of Masidlak (Mandirigmang Sibol ng Dakilang Kayumanggi) Class 2010 to March 1 to fit the schedule of President Macapagal-Arroyo, herself a candidate for representative in Pampanga, according to Capt. Agnes Lynette Flores, PMA public information officer.

Roberto Eugenio Cadiz, executive director of the Libertas (Lawyer’s League for Liberty), said their group is one of the convenors of “Pera’t Pulitika 2010,” which would monitor campaign advertisements of the top six candidates for president.
The Pera’t Pulitika 2010 consortium will monitor the campaign spending of Liberal Party presidential bet Sen. Benigno Aquino III, former President Joseph Estrada of the Partido ng Masang Pilipino, Bagumbayan Party bet Sen. “We appear to be the real opposition because we are articulating the real issues of the campaign. A true opposition does not mean that you are only hitting the administration. We hit everyone including those who say they are the opposition,” said Senate President Juan Ponce Enrile, a PMP reelectionist.
Enrile issued the statement to shed understanding in public perception, which critics said is encountering troubles identifying which one of the three leading opposition parties is the real deal because of the confusion brought about by the “hate campaign” allegedly being waged by Aquino, the standard bearer of the Liberal Party (LP), and by Villar of Nacionalista Party (NP), against each other.

Comelec, two telcos agree on site of data centers

Speaking to reporters, Renato Garcia, Comelec consultant for information technology, said the sites belong to Globe Telecom and Philippine Long Distance Telephone Co.
“We are already working on the details,” he said. “These are their own facilities... (but) we cannot pinpoint the exact location.”
However, Comelec and Smartmatic-Total Information Management Corp. have not signed a contract with the telecommunication firms.

In December 2006, Villar reported a net worth of P915.65 million. Even after spending P62 million of his own money for his reelection bid in June 2007, Villar declared a net worth of P921.39 million; six months later, this surged further to P1.04 billion.

Proadministration legislators believed so, after Aquino challenged only Nacionalista Party (NP) Rep. Manuel “Manny” Villar, whom he believes is his closest rival based on surveys, to a debate.
Lakas-Kampi-CMD Rep. Maria Milagros Magsaysay of Zambales said Aquino is avoiding Teodoro because he knew that he was no match with the Lakas-Kampi-CMD bet because he (Teodoro) is “more intelligent and articulate.”
“Ayaw niyang hamunin si Gibo kasi Gibo is more articulate and intelligent than him, and doesn’t need codigos,” Magsaysay said.

Ruling party presidential candidate Gilberto "Gibo" Teodoro Jr. said that he would push for the expansion of the EVAT’s scope which will include products and items that do not affect the poor, and taxes on sin products.
Teodoro also said that he was studying a tax policy that will not raise taxes on the working class since the country’s income taxes “are one of the highest in the region and we cannot adjust those anymore.”
He observed that Philippine corporate taxes are also among highest in region.

FIVE of six presidential contenders yesterday said at a forum sponsored by the Philippine Chamber of Commerce and Industry they are against a Bureau of Internal Revenue ruling imposing a P7.34 billion retroactive tax on Pilipinas Shell Petroleum’s imports of blending gasoline from 2004 to 2009.
Manuel Villar, Benigno Aquino III, Joseph Estrada, Richard Gordon and Eddie Villanueva all agreed inconsistent policies would discourage investments.
The lone supporter of the BIR action, Gilbert Teodoro, said the new ruling should be respected as there is no prohibition on the slapping of back taxes and there is a need to address the gaping government deficit.

Aquino’s hackles rise over forum moderator

Sen. Benigno Aquino III could not hide his displeasure towards PCCI forum moderator Tony Lopez, president of the BizNews magazine who used to write for Asiaweek.
"Gusto ko lang mapakita sa mga di aware na di talaga unbiased ang moderator," he said in reaction to some remarks of Lopez who expressed doubts about his competence as a presidential candidate.
Lopez made a sarcastic remark right after the speech of Joseph Estrada.
"That (Estrada) was a man of action while Noynoy is a man of imagination," Lopez said, surprising businessmen and raising eyebrows in the LP camp.

DAVAO CITY—Pastor Apollo Quiboloy claims he was in bed shortly before the 2004 presidential election when “all of a sudden I saw a vision.” In the vision, he saw Gloria Macapagal-Arroyo’s face on the cover of a magazine.
It was “God’s will” that Quiboloy support her bid for the presidency, according to a video produced by the Sonshine Media Network International, media outfit of a religious group Quiboloy has founded.
Today, with the next presidential election barely three months away, Quiboloy is perhaps the most sought-after political endorser in this part of the country.
Candidates are trooping to the religious group’s sprawling compound at the foot of Mt. Apo to seek the blessings of the man who claims to be the “Appointed Son of God.” He also claims 6 million followers and owns his own cable TV company, a string of radio stations and two newspapers.
