10,000 Caloocan voters back ‘Gibo’

Former defense secretary Gilbert “Gibo” Teodoro Jr. led residents of Barangay Bagong Silang, in a mass-recital of the “Panatang Makabago” containing a voter’s commitment in pushing for the victory of only the most qualified candidates.
Bagong Silang folk, mostly belonging to the urban poor sector, mobbed Teodoro as they aired the belief that the Lakas-Kampi-CMD presidential bet’s qualities as a leader best fits the presidency.
Lakas-Kampi-CMD officials noted that the Caloocan City campaign sortie provided the warmest reception yet for Teodoro although he was also warmly welcomed in Malabon.
Leaders in at least 16 purok and barangay officials declared publicly their support for Teodoro during the jampacked gathering at a basketball court.
Leaders of 11 organizations representing the different districts in Caloocan had also expressed their full support for Teodoro, his vice-presidential bet Edu Manzano and the ruling party’s six senatorial bets—reelectionist Senators Ramon Revilla Jr. and Lito Lapid, lawyer Raul Lambino, former Cabinet secretary Silvestre Bello, media personality Rey Langit and Binalonan, Pangasinan Mayor Ramon Guico.

Villar blames graft, corruption for RP poverty

At the same time, Villar, a leading presidentiable, blamed unabated graft and corruption in the past and present administrations “as one of the main reasons why the country remains very poor compared to our neighboring nations.”
Interviewed by DZBB anchorman Mike Enriquez Friday, Villar reiterated that ending poverty and fighting graft and corruption are the main problems that he would immediately tackle once he wins the presidency in the May 10 elections.
The NP standard bearer said that in any organization, structure and even in municipality, what is really needed is leadership skill to address any problems including poverty, peace and order and economy.
Amid the complexities of problems besetting the nation, Villar said the capability to lead is the key to a successful administration.

Speaking at a forum with defense reporters, Teodoro suggested a two-fold method for government to deal with the country’s deteriorating supply of energy.
“One, deal with the current shortfall in power supply by facilitating power barges and big users of electricity with whatever they need to self-generate,” said Teodoro, who resigned as defense secretary in November to pursue his presidential candidacy.
The other way is to explore the use of nuclear energy to address power shortages in the next 50 years, he said.
“We have to look that far ahead so that every year, we could put in the additional infrastructure necessary to create generating capacity,” Teodoro said.
Teodoro said hydroelectric power plants may no longer be reliable because of the changes in climatic patterns.

In a tete-a-tete with defense reporters Friday, the Lakas-Kampi-Christian Muslim Democrats standard-bearer made a clean breast of the condition of the country’s defense establishment that he used to head.
“Palagay ko hindi, realistically speaking (I don’t think so, realistically speaking),” he said when asked if a modernized military can be expected during his term if he wins the May 2010 elections.
The Armed Forces of the Philippines is only undertaking what he calls a “capability upgrade” since it is still focused on internal security matters.
“Internal security ba tayo, or external, iyon ang question, we have to think ano ang mission natin (Are we for internal security or external, that’s the question, we have to think what our mission is),” Teodoro said.

In a separate interview, Frasco told reporters that the show of support is an expression of gratitude for the P23-million financial help Estrada, through reelectionist Senate President Juan Ponce Enrile, extended to build the Liloan Public Market here last year.

Gibo: Only God can stop me from seeking presidency

Teodoro’s statement came after his running mate, former Optical Media Board (OMB) chair Edu Manzano, belied reports that he is dropping out of the vice presidential race.
Speaking at the presidential series of the morning TV program “Unang Hirit,” Teo-doro cautioned the public that a lot of political intrigues are bound to happen before the May 10 elections.
But he said there will be a lot of surprises when the local campaign starts on March 29, and that Lakas-Kampi-CMD critics should just brace for developments.
The former defense chief said he is no longer relying on surveys because what is happening on the ground is entirely different.
In the latest Pulse Asia survey (Feb. 21-25), Teodoro’s five percent rating rose by two points but was still a far cry from the numbers of Sen. Benigno Aquino III, Sen. Manuel Villar Jr. and former President Joseph Estrada.

Binay urges Boy Scout approach

Binay observed that had the government prepared for El Niño, farmers would have been able to overcome the ill effects of El Niño, and the rotating blackouts would not have been the bane of business and residential units.
“The power crisis and the effects of El Niño are problems that could have been mitigated by foresight and planning. Ang mga nasa gobyerno, dapat laging handa. We should not be reactive and most especially we should not blame God for our predicament,” he said.
Moreover, the estimated cost for damages caused by El Niño is reported to be P3 billion. “The Arroyo administration did not embark on a long-term program that would have prepared the country for El Niño and the power crisis. As a result, farmers are losing their livelihood, small businessmen are losing their investments, and ordinary citizens are losing their cool because of the rotating brownouts,” Binay added.
“Instead of being crippled by rotating outages, the country should craft a doable and viable energy policy.
The priority is to shore up our generating capacity, rather than emergency measures that provide opportunities for corruption,” he said

In a press statement sent to media outlets yesterday, former President Joseph Estrada chided Villar for making an attempt to bribe Sen. Juan Ponce Enrile and Sen. Richard Gordon, one after the other.
“The term bribery attempt may be harsh, but I have no other way to put it,” Estrada said. “In any case, it has never occurred to me to buy off my political opponents, not now and certainly not in 1998, when I first made my successful run for the presidency.”
He said the voters should be given the biggest possible number of candidates to choose from.
The former president noted that of all candidates seeking the highest office of the land, Villar has the biggest war chest. He cited a study made by AG Nielsen, which shows that the real estate mogul spent more than P120 million on radio and TV advertising in a two-month period, from Feb. 9 to March 2.

Running mates Senators Manuel Villar and Loren Legarda faced the media, on Friday, looking and feeling confident that the crowd turnout in their barnstorming across the country was a more reliable indicator of voters’ preference rather than the latest Pulse Asia survey that showed them trailing behind the tandem of Senators Benigno “Noynoy” Aquino III and Manuel Roxas.
“Let your videos speak for themselves. Let your photos speak for themselves. That’s the real survey. The 1,800 respondents (of Pulse Asia), I respect that. That’s a guide. That’s okay. But if you look at their (Aquino’s and Roxas’) figures , they’ve dropped 20 percent (since last year). They’ve got a big problem,” Legarda, of the Nacionalist People’s Coalition (NPC), said in a press conference here.
“We can see Noynoy and Mar free fall,” she added.
For his part, Villar, the Nacionalista Party standard-bearer, even said he was “quite happy” that Aquino was just ahead of him by a single digit, noting how in the previous surveys, especially last year, he had to contend with the latter’s double digit survey leads.

Papin joins Bro. Eddie’s party

Singer Imelda Papin has linked up with Bro. Eddie Villanueva to run under the Bangon Pilipinas Party.
With only 67 days to go before the May elections last Thursday, Villanueva announced the inclusion of Papin of Kilusang Bagong Lipunan (KBL) and also of lawyer Zosimo Jesus Paredes of Ang Kapatiran in the Bangon Pilipinas senatorial slate.
Zosimo is a former executive director of the Presidential Commission on the Visiting Forces Agreement who resigned in indignation over what he perceived as the government's protection of convicted US soldier Daniel Smith and insisted that the jurisdiction in a crime committed against a Filipina is with the Philippine courts.
“This is an exciting time for us. We believe that the addition of two very credible candidates to our senatorial slate speaks well of Bangon Pilipinas Party’s principle and platform,” Villanueva said.
Villanueva made it clear, however, that while Bangon Pilipinas is happy to welcome Papin and Paredes, the party has the highest regard for other parties participating in the May 2010. Bangon's secretary general Lawyer Ted Pascual said that as a matter of courtesy, the two new "senatoriables" had been asked to secure clearance from their respective parties before joining Bangon. Coalition backing Perlas' presidential bid launched

Perlas, who has been lagging behind in surveys, said the new coalition will “boost my campaign possibilities,” citing partnerships now formed with grassroots organizations.
According to Perlas, the formation of the coalition will prompt “dozens and dozens of groups” to join the new alliance.
Perlas said they have “several thousands of volunteers” on the ground whose number could become larger and more substantial.
Perlas even cited that a group of lumads has vowed to donate to his campaign 50 percent of their sales of mango produce, which he said amounts to millions of pesos.
Called “Coalition for New Politics,” the alliance is composed of Perlas’ Partido ng Marangal na Sambayanan (Pangmasa), Partido Kalikasan, and Anti-Trapo Movement, among others.

MANILA, Philippines – The Commission on Elections (Comelec) has prohibited Presidential Anti-Smuggling Group (PASG) agents from carrying firearms during the election period after uncovering dubious names seeking exemption from the nationwide gun ban as PASG personnel.
In a six-page order dated March 3, Comelec Commissioner Lucenito Tagle expressed concern over the inclusion of several elected officials and prominent businessmen in the list of PASG agents.
The public information office of the Philippine National Police furnished the Philippine Daily Inquirer with a copy of Tagle’s order on Friday.
Tagle said the election body was able to uncover this after concerned individuals sought the help of the Comelec’s Committee on the Ban on Firearms and Security Personnel (CBFSP) in arresting persons posing as PASG personnel apparently to get exemptions from the gun ban.

There appears to be a concerted effort from some groups to ensure that the Commission on Elections (Comelec)’s final but unpurged voters list that is filled with double, multiple and dead voters stays unpurged.
This was made evident after the law office of Parish Pastoral Council for Responsible Voting (PPCRV) counsel, Howard Calleja, was broken in Thursday in between 10 p.m. to 1 a.m. Friday.
The only rooms that were “disturbed,” Calleja said, were the conference Room, the Evidence Room and Calleja’s personal office.
In a brief interview with Calleja yesterday, he told the Tribune that while doing a quick check, he realized that which was clearly missing and taken by the “thieves” was the list PPCRV had made of the double and multiple registrants, along with the dead voters.
The PPCRV list, a source told the Tribune was a product of painstaking work, matching the double and multiple and “zombie” voters with their claimed barangays which when submitted to the Comelec, would have made it easy for the poll body to purge these zombie voters.
There were also extrapolations made to cover the number of zombie voters, the sources said, adding that these studies and list of the PPCRV would not have to wait for the watchlist which the Comelec says it is preparing.

Malacañang Friday took a hard stance on the television advertisement of Liberal Party standard bearer Benigno “Noynoy” Aquino III alleging the Arroyo government’s failure to build key infrastructures, including roads and health facilities due to corruption.
Deputy Presidential Spokesperson Charito Planas belied Aquino’s ad message, noting that under Mrs. Arroyo’s leadership, more than 48,585 kilometers of national roads have been constructed, improved and rehabilitated compared to only 34, 326 kilometers of roads built in the 14 ½ years spanning the previous administrations.

No wonder people react to him on the campaign trail the way they do to a movie star.
When he came to The STAR office last Monday for his turn on the “hot seat” for the series on presidentiables (to help voters make an informed choice in the May 10 elections), Gibo was mobbed by his fans as he hopped from one department to another, greeting the employees and posing for photographs.
His credentials are impressive: He finished elementary and high school at Xavier School, BS Commerce (major in Financial Institutions) from De La Salle University in 1984, Bachelor of Laws at UP in 1989 (and topped the bar exams), and a Master of Laws at Harvard Law School in 1997.
An only child (of the late Social Security System administrator Gilberto Teodoro Sr. and ex-Tarlac Rep. Mercedes Cojuangco Teodoro), Gibo was born on June 14, 1964. He’s married to former model and now Tarlac Rep. Monica “Nikki” Prieto Teodoro with whom he has a son, Jaime Gilberto, 11.

Government lawyers named as respondents former First Lady Imelda Marcos and her son, Ilocos Norte Rep. Ferdinand "Bongbong" Marcos, being the co-administrator of the Marcos estate, and PTA general manager Mark Lapid representing the agency.
Aside from a declaration of nullity, the government also asked the court to pronounce the properties as owned by the Republic of the Philippines.
Marcos poll posters removed; he cries ‘Foul’

NACIONALISTA Party senatorial bet and Ilocos Norte Rep. Ferdinand "Bongbong" Marcos Jr. yesterday cried foul over the removal of his campaign posters and banners all over Metro Manila.
He said his supporters said a group of five was seen unloading pails of water, scrapers and metal ladders from a van.
Marcos said he is convinced that he is the lone target of the group because, according to his informants, only his posters were taken down.
The opposition lawmaker also condemned the proliferation of stickers posted on buses plying along EDSA, which says, "Where is the real Bongbong Marcos?" The stickers bear the name of Movement Against Dictatorship.
"Their attacks against me are non-stop. Aside from those stickers, they are also using text brigades. The Filipino voters are intelligent enough to know that these are just dirty tactics employed by my detractors," he said. – Peter Tabingo
Villar: Release P20B for aid to farmers

"We need to focus on agriculture. Seventy percent of poor Filipinos are engaged in agriculture. We need to work double time on agriculture because the government had been remiss in providing the necessary support," he said during dzBB’s presidential interview "Ikaw na Ba?"
He said part of the P20 billion can be used for emergency assistance loans to farmers affected by El Niño.
Villar had earlier emphasized the need for safety nets in the agriculture sector.
"Farmers bear the brunt of the El Niño phenomenon. Part of the safety nets we propose for the agriculture sector is an emergency fund to ease the burden of lost income for farmers resulting from the drought," Villar said.
He said the fund should be disbursed to affected areas like Northern Luzon and Mindanao through government financial institutions like the Social Security System and Land Bank of the Philippines, as well as accredited cooperatives and NGOs.
Villar said the GFIs should also open special lending facilities for affected farmers.
"These lending institutions must be able to provide loans to cover whatever commercial obligations the farmers have incurred as a result of harvest losses from the severe dry conditions under less stringent conditions and more lenient payment terms," he said.

The Comelec Second Division has ruled that Pacquaio, who is seeking the lone congressional seat in Sarangani province, can seek an elective position despite his lack of a high educational attainment.
“Natutuwa ako na ang aking kaibigan na si Manny Pacquiao ay pinayagan nang kumandidato (I am happy that my friend Manny Pacquiao was allowed to run),” Villar told reporters at a sortie in Surigao del Sur Polytechnic State College.
“Alam naman natin na kahit papaano ay napakaraming naitulong niyan sa ating bansa. At tunay naman na maipagmamalaki hindi lamang sa Sarangani kung hindi ng buong bansa ang kagaya niya (We know that he has done a lot to help the country. And he is truly somebody we could be proud of not only in Sarangani but to the whole nation as well),” he added.
Villar said he is looking forward to hitting the campaign trail with Pacquiao after his bout with Joshua Clottey of Ghana.
At a Cebu rally, Pacquiao via televised message, said he regret not being at Villar’s side to campaign for his friend.

Binay said the list “ is like telling a group of passengers on a sinking ship that everything is under control when it is clearly not. This is because the poll body admitted that they are not fully purged of double registrants.”
“It is normal to encounter glitches. But we are embarking on a new and untested system this coming election. All I ask is for the Comelec to back up its reassurances with concrete action. Genuine concerns are being raised by watchdog groups and these concerns, if left unattended, may affect the outcome of the election,” Binay said.
The Comelec earlier said that double registrants are merely voters who forgot to cancel their earlier registration, and officials affirmed that voters would not be able to vote twice because of the use of indelible ink.
But Binay was quick to point out that as proven with past elections, cheaters have found ways to erase indelible ink. “I am concerned that the Comelec has dismissed the matter casually by pointing to the use of indelible ink when we all know that cheaters have managed to remove them in previous elections. “It has been decided that we will set up special polling precincts in detention facilities to be manned by a Special Board of Election Inspectors. By doing this, we will be able to uphold the inmates’ rights (of suffrage),” Sarmiento said in a telephone interview.
The Comelec and the Commission on Human Rights (CHR) have worked together so that inmates whose cases are still pending in court can still vote in the coming elections.
Earlier, CHR chairperson Leila de Lima said that while the Omnibus Election Code prohibits the setting up of polling places “within prison compound,” the term “prison compound” could be interpreted as referring only to the facility for convicts.

Commissioner Rene Sarmiento said they are concerned with the presence of candidates receiving money from drug traffickers for their campaign since it has "serious repercussions on our governance".
The US State Department last Tuesday reported that illegal drug operation in the Philippines is among the major threats to the holding of honest and orderly elections in May, warning that it could even affect the results of the polls.
According to Sarmiento, among the possible regulations the poll body would look to reinforce are the rules on vote-buying and acceptance of campaign funds.
The Philippine Drug Enforcement Agency (PDEA) has affirmed the role of narcopolitics saying that it was already present in the 2004 and 2007 elections.
National security adviser and Defense Secretary Norberto Gonzales said allegations of narcopolitics are very serious and should be verified.

Loren Legarda said Wednesday that a review of the RP-US Visiting Forces Agreement (VFA) still needs to push through despite the Supreme Court’s recent decision upholding the legality of the military treaty.
Villar and Legarda both said they respect the ruling of the High Court but said they believe the 1999 military agreement should still be revisited.
“I do believe that the VFA is constitutional. That is not illegal and that is not unconstitutional. I agree with that and I respect that,” Villar told reporters in an interview at the Surigao Del Sur Polytechnic State College when they campaigned in this city.
Villar said that while he recognizes the SC’s ruling, he said there is nothing wrong with the proposal that the military treaty be subjected to review from time to time.
Legarda, his running mate, also agreed that the VFA need to be reexamined, especially on the issue on the prolonged stay of US military officials in the country particularly in Mindanao where they are engaged in Balikatan exercises or supposed combat training against rebels and secessionist groups.
As one of those who voted against the VFA in 1999, Legarda said the SC decision should be respected but said its implementation should not go beyond the Terms of Engagement and Agreement provided for in the treaty.

“I learned that here at Navotas Fishport, galunggong [round scad] is sold for only P45 a kilo. Well, I am finally vindicated,” Madrigal told the Philippine Daily Inquirer.
She recalled that during a recent presidential forum sponsored by this paper, held at the University of the Philippines in Diliman, Quezon City, she said that the price of galunggong was “P60.”

There must be something, more interesting motivation behind it. What kind of president will this kind of candidate be? It’s a very dangerous possibility," Enrile said.
"If your intention is really public service, you don’t have to spend that kind of money to render public service to the people. If you have that kind of money, all you have to do is put it into a foundation, donate it to the public and serve the people," he added.

“I knew right from the start that my candidacy is legitimate and that I was able to fulfill all the requirements needed to make sure I won't be prevented from running for public office and serving my people in Mindanao,” Pacquiao told the Manila Bulletin from his Los Angeles home Wednesday afternoon.
Pacquiao is challenging businessman Roy Chiongbian, who comes from a family of famous politicians and business moguls, for the lone congressional seat in Sarangani province in the May 10, 2010 elections.
The Comelec earlier ruled that Pacquiao's educational attainment is not enough ground to disqualify him from running in the May 10 elections.

Bishop’s announced choice of Kapatiran bet raises concerns

Navarra and Lipa Archbishop Ramon Arguelles last week openly endorsed the presidential bid of JC delos Reyes, a councilor of Olongapo City. They expressed belief the party is sincere in bringing about political change.
The Catholic Bishops Conference of the Philippines has been very firm on its stand against involvement in partisan politics.
Fr. Aniceto Buenafe, director of the Social Action Center of the Bacolod Diocese, said priests under the diocese respect Navarra’s decision.
"I believe it is not easy for Bishop Navarra to make this decision this time. He’s already fed up with our present situation," Buenafe also said.
Navarra said he also respects the position of priests under his Diocese who may have their own preferences.
Melo wants KBL prexy bet disqualified

He was quick to point out, however, that he was only expressing his personal opinion on Acosta’s candidacy.
A KBL breakaway group headed by former congressman Vicente Millora nominated Acosta as its presidential candidate with broadcaster Jay Sonza as his running mate.
In a political rally, Sonza disowned Acosta, saying he is not serious in pursuing his candidacy.
Perlas bares ‘participatory approach’ in management

Independent presidential candidate Nicanor Perlas Wednesday claimed he declined an offer to head the Department of Environment and Natural Resources (DENR) because his management style is not in consonance with President Arroyo’s approach.
In an interview over radio station DZBB Wednesday, Perlas admitted that he was once offered the position as DENR secretary after former DENR chief Heherson Alvarez resigned in 2003.
He claimed that former Presidential Management Staff chief Vicky Garchitorena asked him to assume the post left by Alvarez but he refused to accept the offer.
“I already know the management style of President Arroyo. It is not the same with my management style. She is known to have a command (and) control approach, and never listens to advice. My approach is a participatory approach where the civil society is involved,” Perlas claimed.

The country’s first nationwide automated elections on May 10 are expected to produce results in two days, according to the Commission on Elections (Comelec).
Comelec spokesperson James Jimenez said media entities and other parties could still conduct their own count and call the results of the races.media
But Jimenez told reporters Wednesday that the wait for the official results to be posted on the Comelec website would not take long.
“The quick count would not be applicable because what could be faster than the official count now? The official count now would basically be the system used for the quick count in the past. The reason there was a quick count then was because there was a slow count, the one from Comelec. Now, there is no more slow count,” he said.
