NP to Aquino: Come clean on security agency

MANILA, Philippines—The Nacionalista Party (NP) on Thursday urged Liberal Party standard-bearer Sen. Benigno “Noynoy” Aquino III to tell the truth regarding his involvement in a security agency that obtained government contracts during his mother’s presidency.

NP spokesperson Gilbert Remulla scoffed at Aquino’s claim that he had divested from Best Security Agency (BSA) when his mother, Corazon Aquino, became president.

In an interview, Remulla said BSA’s Articles of Incorporation on file with the Securities and Exchange Commission (SEC) showed the agency was formed in November 1986, well after Aquino’s mother had assumed the presidency.

“The truth is that Noynoy put up BSA on Nov. 6, 1986, or nine months into the presidency of his mother,” said Remulla, an NP senatorial candidate.

Remulla said Aquino also lied when he said he was only a BSA “employee.”

“The incontrovertible fact is that BSA’s papers with the SEC show that Noynoy was an incorporator and co-owner of the company,” said Remulla.

He said that while BSA stated in 1986 that its capital stock was P12 million, Aquino and his fellow incorporators—Antolin Oreta Jr., Cipriano J. Lacson, George Y. Gaddi, Alexander T. Lopez, Bienvenido L. Reyes and Jacob B. Acuna—had only subscribed to a total of P500,000 in capital stock.

‘Clear proof’

Quoting from BSA’s SEC files, Remulla said that among the stated purposes of the agency was “to conduct training programs for personnel and supervisors of government-owned or -controlled corporations.”

“This offers clear proof that Noynoy acted as a contract broker for BSA with government corporations, in violation of the Constitution and the Anti-Graft and Corrupt Practices Act,” he said.

Remulla also doubted Aquino’s assertion that “they put up BSA as a foil against [uniformed] forces still loyal at the time to ousted President Marcos.”

“The papers with SEC tend to show that BSA was intended at the very beginning to deal with government corporations,” he added.

‘Nobody believes NP’

Aquino’s spokesperson on Thursday scored the NP for peddling “half truths” about the LP candidate and BSA.

“After the fake psychological report, nobody believes the Nacionalista Party anymore and now they’re trying to resurrect this issue from 20 years ago by peddling incomplete statements or half truths,” said Edwin Lacierda.

He said what Aquino meant by being just an employee was that he was never involved in negotiations with the agency’s clients. He said that Aquino divested from the firm in 1987.

“I even showed on television and cable TV the (Securities and Exchange Commission) documents proving this. He [Aquino] never denied that he was an incorporator,” Lacierda said.

He said that after BSA was incorporated in November 1986, Aquino divested from it the following year.

“The mere fact that he divested meant that he was an incorporator. We never disputed that,” he said.

“The agency also had only one government contract and that was with (Philippine National Construction Corp.), which was obtained through public bidding. That is still in effect up to now,” Lacierda said.

“If there was something wrong about it, it could have been rescinded easily by the succeeding administrations, but it survived both friend and foe,” he said. With a report from Philip C. Tubeza
