Discipline Gibo first for abandoning post —Nograles

Insisting that he cannot support someone who wants to become president but cannot even run a political party properly, Speaker Prospero Nograles said the self-appointed officials of Lakas-Kampi-CMD are free to pursue any disciplinary action against him but they should also do the same for presidential candidate Gilbert Teodoro for supporting local candidates who are running against their own party mates.

Teodoro has openly supported Davao City Mayor Rodrigo Duterte, who in turn endorsed, not Teodoro but the Liberal Party presidential bet, Sen. Noynoy Aquino.

In the Center’s Pulso ng Dabaw latest survey, the Speaker firmed up his lead over his closest rival to 14 percent when some 44 percent or 1,056 respondents out of the 2,400 respondents who were polled said they will vote for Nograles if the elections are held within the period covered by the survey while 30 percent or 720 respondents said they will vote for Sara Duterte.

Nograles said that those who have been suggesting his ouster from the party cannot even speak for and in behalf of the party because they are holding party positions that were given out like candy and they do not carry the mandate of Lakas’ general membership.

He said the selection of new party officials in mid-stream after Teodoro unilaterally decided to abandon the party chairmanship did not follow our bylaws and without due process and was never agreed upon in a manner provided by the party’s rules and regulations.

He said the new officers were just “pointed” and not even appointed nor elected and therefore, those who have been suggesting his ouster from the party cannot even speak for and in behalf of the party because they are holding party positions that were given out like candies and does not carry the mandate of Lakas’ general membership.

“I would certainly welcome any disciplinary action but I will only submit myself to the officers who have the real mandate of our members. I remain loyal as Lakas but they cannot compel me to support Teodoro who has abandoned his own party and party mates. He should be one who should be disciplined for betraying his own party mates,” Nograles said.

“The party should have disciplined Gibo et al for quitting in mid-stream and letting local Lakas members fend for themselves. They abandoned their posts to concentrate on their personal candidacies so the locals quit on them too so they can concentrate on their own candidacies as well. Gibo drew first blood and he should not cry out loud,” Nograles said.

“It’s he who should leave. I am the Lakas president and went along with him till he quit on us when the local campaign began. He even supports local candidates against official Lakas line up. He is not a solid leader. W made a mistake,” he said.

Meanwhile, registered voters as well as the people of this city have expressed their dismay over the continued refusal of the Duterte father-daughter tandem to squarely address the many issues that have been raised against the city administration particularly those which concern the alleged illegal disbursement of funds of the city.

Ed Malay, director of The Issues and Advocacy Center (The Center), said this scenario has become evident in the way the issues that were thrown at the city administration have affected the local political environment and this is very much evident in the results of its most recent survey conducted from April 10-18, 2010 out of a sampling size of 2,400 respondents that cuts across all demographic sectors which has a margin of error of + 2.8 percentand a confidence level of in excess of 95 percent.

Nograles scored heavily in the first district with 58 percent of the 1,000 respondents saying they will vote for Nograles as against only 21 percent who chose Sara Duterte. Nograles also is the preferred choice of 42 percent of the 700 respondents in the third district while 31 percent chose Duterte in the same district. Sara Duterte, however, carried the third district but with a slim 5 percent margin over Nograles at 38 percent to 33 percent respectively.
