Parallel manual count gains Proponents cite need to protect election’s integrity

THE clamor for a parallel manual count has snowballed as the Employers Confederation of the Philippines (ECOP) yesterday said it supports the proposal as a backup measure to protect the integrity of the May 10 automated elections.

The Makati Business Club, Management Association of the Philippines, information technology experts and cause-oriented groups had proposed the parallel manual count to ensure that the results are credible.

In a statement, ECOP said in any computerized election, redundancy is important to protect the election’s integrity and reliability.

However, ECOP wants the parallel manual count limited to the votes for president unlike the MBC, MAP which advocates manual count also for vice president, mayor and vice mayor.

"A parallel manual count of all votes for president on May 10 as approved by the Comelec and jointly carried out with the private sector will assuage fears of election failure and enhance the integrity of the machines and raise the comfort level of the electorate," it said.

Gilberto Teodoro Jr. said a parallel manual count poses the danger of trending.

‘’Hindi ko sinasabi na hindi gagawin, but ang danger na mag-trending nandiyan, kaya iwasan na lang natin ang recriminations. Wala naman iyan sa reglamento noong una,’’ he said in an ambush interview after the inauguration of the Toledo Garden City Hall in Cebu.

‘’Sana noong una, bago tayo pumasok dito may parallel manual count. Bakit natin papalitan ngayon? So hindi mo maiiwasan sa ibang tao na magsabing pabor iyan sa ilang kandidato,’’ he said.

Malacañang said it is up to the Comelec to decide on whether to conduct a parallel manual count.

Deputy presidential spokesman Rogelio Peyuan said Malacañang is not totally rejecting the call for a parallel full manual count buit would respect and support any decision the Comelec will make on the issue.

Peyuan said what he does not understand is why the suggestion was raised as the election nears when the preparations, including the drafting of the law on the automated polls, started several years ago.

He said the timing "is with malice" especially after it was made after printing of the ballots had already been completed and the ballots are now due for distribution. – With Regina Bengco and Jocelyn Montemayor
