Gloria rallies Lakas-Kampi behind Gibo

PRESIDENT Arroyo yesterday ordered the leaders of her party, Lakas-Kampi-Christian Muslim Democrats, to work for the victory of its standard-bearer Gilberto "Gibo" Teodoro Jr. in the May 10 elections.

Arroyo issued the directive during the meeting of the Lakas-Kampi-CMD national executive committee, which was called following the resignations of its top leaders and reports of defections, lack of funding, and of a "secret candidate" of Arroyo and her husband, Jose Miguel Arroyo.

"Definitely, the President’s instruction was to campaign for Gibo and make him win on May 10, and of course the vice president and the six senatorial candidates," said Prospero Pichay, presidential political adviser and Lakas-Kampi vice president for membership.

"I think we should put an end to speculations, we should stop putting in print, on radio, and on TV, gossip and speculations, because the order of the President is to campaign solidly behind Gilbert Teodoro, Edu Manzano and the six senatorial candidates," he added.

Arroyo, who stayed at the Lakas-Kampi meeting at the Linden Suites in Pasig City for about an hour, refused to state her marching orders to party officials.

"No, I don’t have instructions, it’s politics," she said in an ambush interview.

The Lakas-Kampi executive committee, in a statement, affirmed the party’s unity behind Teodoro’s candidacy and vowed to intensify its nationwide campaign to "give him victory in the May national elections."

Deputy Speaker for Luzon Ma. Amelita Villarosa, new Lakas-Kampi chairman, said Arroyo told him: "Girlie, you better work on it."

Villarosa said the intensified campaign for Teodoro will not necessarily come in the form of political advertisements in radio and television but in increased campaign sorties down to the village level.

"We are one. Lakas Kampi-CMD is solid. We are one. The party is solid behind Teodoro. We are one and we will win," she said.

On Wednesday, Teodoro will campaign in Pampanga, the home province of President Arroyo. Presidential son and Pampanga Rep. Juan Miguel Arroyo has pledged to gather support for Lakas-Kampi candidates led by Teodoro.

Aside from Pampanga, he will also campaign and meet with local leaders of Bataan province and ParaƱaque City in Metro Manila.

Fifty governors of Lakas-Kampi-CMD, who have banded together under the Governors for Gibo (G4G), yesterday signed a manifesto vowing to stick with Teodoro.

The manifesto of support was signed during a meeting of the League of Provinces of the Philippines at the Discovery Suites, about a block from Linden Suites.

Former Agusan del Sur Gov. and G4G’s newly elected finance officer Adolf Edward Plaza, who presented the resolution to the President and the executive committee at Linden Suites, said they dubbed the G4G group as "Team Palabra de Honor (Word of Honor)," because they promised not to renege on their support for Teodoro.

Albay Gov. Jose Salceda, who organized the governors’ meeting, admitted that Lakas-Kampi is "under resuscitation" because of the leadership changes in the party and its reported problems.

"We’re doing political CPR. We’re circling the wagon. We’re looking at what we have because we think what we have is still feasibly strategizable. No organization will allow itself to die, it will fight first before dying," Salceda said.

The caucus also served as loyalty check for the party’s remaining governors.

Pichay and Villarosa denied reports that Villarosa blamed Pichay for the lack of funding of party candidates.

Pichay handles the campaign for the senatorial candidates while Interior Secretary Ronaldo Puno handles the campaign for Teodoro and Manzano.

Pichay admitted to funding problems in the ruling coalition, saying the party released P90 million for the senatorial campaign, which would mean P15 million for each of the senatorial bets.

"Parang nagbigay ka lang ng pondo sa mga tumatakbong barangay captain ng Quezon City," he said.

He said P58 million has been spent on television ads and other logistical support, P30 million on printing materials, and around P4 million on posters and tarpaulins for the candidates.

"So abonado na tayo ngayon. That’s why what our new chairwoman said was what I actually want the public to hear. That the P90 million was not supposed to be given to the candidates but it was given as a logistical support for TV ads, radio ads, for the media and of course for printing materials and paraphernalia. In fact, at this point in time, medyo abonado na tayo," he said.

Pichay, in an earlier radio interview, said candidates should not expect the party to fund their entire campaign. "If you run, should have your own logistics. Dapat ready ka," he added.
