Ban Namfrel

National Movement for Free Elections (Namfrel) has been asking the Commission on Elections (Comelec) to be officially accredited as a poll watchdog for it to engage in a manual audit of the results of the automated polls.

Its former ally, the Parish Pastoral Council for Responsible Voting headed by Ambassador Henrietta de Villa has officially posted its objections to Comelec on the accredition of Namfrel, on grounds that the task Namfrel seeks is a duplication of the PPCRV’s tasks.

Apparently, there is “bad blood” flowing between the two organizations.

Not too long ago, the Namfrel made De Villa its chairman but all to suddenly, she was out of Namfrel and just as suddenly, Joey Cuisia was named chairman to replace her.

Reports said that Namfrel officials asked De Villa to resign, with sources saying that they were getting uncomfortable with her as chairman, citing as reason, her close ties with the Comelec.

Yet they don’t seem to be uncomfortable with Cuisia as Namfrel chairman, despite the fact that Cuisia’s partisanship is much too evident. It became even more evident when a La Salle Alabang presidential forum, organized by Cuisia’s wife, Vicky, deliberately excluded Erap Estrada from the forum.
Cuisia, along with other known politically meddlesome Makati Business Club members, was all out for Liberal Party standard bearer Noynoy Aquino.

It has also been noted that the change in the chairmanship of the Namfrel occurred after Noynoy declared his intent to run for the presidency in 2010.

Truth is, Namfrel is hardly a reliable and independent poll watchdog. As early as 1985, Namfrel was organized again, under the control of this same business group and served as the political machinery for then opposition standard bearer, Corazon Aquino.

Having been accredited as a poll watchdog, Namfrel went into its trending ways, counting all the ballots from Metro Manila, showing that Cory was winning over Ferdinand Marcos. When the provincial votes started to pour in for Marcos, Namfrel suddenly stopped its count, claiming that the Comelec was padding the official count to favor Marcos, screamed cheating and even claimed that they had the disc from the Comelec computer group to prove the cheating — something incidentally that the Comelec officials never presented — even after the Edsa revolt.

In the following elections, it was the same style adopted by the Namfrel. Having its own choices of administration candidates — whether presidential or senatorial, the Comelec always made it a point not to expose the electoral fraud committed by the administration candidates and worse, always wraps up its count at some 80 percent of the votes.

This was evident during the 2001 senatorial polls, where even as the opposition showed election documents that proved electoral fraud, those votes were still counted by the Comelec for the administration bets, with Namfrel keeping silent about it.

It was worse during the 2004 presidential polls. Namfrel was caught at trending the vote for Gloria Arroyo, who was the businessmen’s candidate, with Namfrel making certain that the opposition standard bearer, whom they made fun of, as he was being portrayed as a mere movie actor who had no experience and no knowledge of running the affairs of government, would not be seen as winning over Gloria.

Ironic though it is as their anointed today is a know-nothing, without any managerial and executive experience and worse, has not done anything in his 11 years as congressmen. Still, Noynoy is their guy, because they know they can manipulate him, as they manipulated Cory Aquino, and all to their advantage and benefit.

Not surprisingly, in 2004, Namfrel cut its quick count at some 85 percent of the vote, with its trending methods showing Gloria as having won the vote, even as the businessmen knew that she lost.

It will be a mistake for the Comelec to accredit Namfrel as its watchdog, as it is very clear that it is highly partisan and will in all probability, create a situation where, if its presidential bet loses in the count, it will claim that there was massive electoral fraud — to bring about another revolt, where the businessmen hope will install a revolutionary government led by Noynoy.

Perhaps this is really the reason Noynoy made that slip of the tongue of firing any associate high court justice who will accept an appointment by Gloria to the chief justice post.

Only a revolutionary government can do that — and the frigging hypocritical and cheating businessmen are getting ready for a reprise of what they did in 1986.
