Comelec won’t count votes for 32 ‘unaccredited’ party-list groups

MANILA, Philippines -- The Commission on Elections (Comelec) has announced that votes for 32 party-lists in the May 10 elections will be considered “stray votes” for failing to secure accreditation from the Comelec, with 19 days left before election day.

These organizations have been printed on the ballots, but they have not received their party-list accreditation from the Comelec because of their failure to prove their constituencies, membership strengths, affiliation with a marginalized sector and their track record in previous elections, Comelec spokesman James Jimenez said.

“If you vote for them, your votes will be (considered) stray,” Jimenez said in a press briefing on Tuesday.

The Comelec identified the unaccredited groups as the following: 1-NET, AASCA, ABBA-AMA, ABO, ACMA, ACTS, AK, AKAP, AKAP TAO, AKI, ALNA, ALUM, ANG MINERO, ANG PADER, ANG SAMAKA, and ANG TRABAHANTE.

Also included in the list are ANG TSINOY, APELA, AS, AVPAP, AWAT, BIDA (BINIGKAS), DAMAYAN, EMANUEL, FFW, NCCP, PFP, SAGIP, UCAP, UFS, UNLAD PILIPINAS, and AKSI.

The Comelec said these groups have pending appeals in the Comelec or have elevated their cases to the Supreme Court.

Although the votes for these 32 groups will not be counted, they will be recorded, according to Jimenez. They would appear in the printed election returns, but would not be included in the official tally by the poll body, he explained.

“It (precinct count optical scan or PCOS machine) will count all of that. It is in the analysis of the figures that the machines give us where we will say that the votes for a certain party-list will just be set aside first,” said the poll official.

The Comelec will keep the tally of the votes received by the “unregistered” party-lists should the Comelec or the Court give them accreditation after May 10.

“If later on, it comes out they are accredited, then we compute. But, at present, the minute you count it, it will not be part of the official tally,” Jimenez said.
