Ex-colonel tagged in "Hello Garci" scandal a party-list nominee

MANILA, Philippines -- Military officials, including one colonel implicated in the Hello Garci scandal have been named nominees of some party-list groups, according to progressive group Bayan.

The Abante Tribung Makabansa (ATM) has former Army Colonel Allen A. Capuyan as its first nominee, Bayan said in a statement.

Capuyan was among those implicated by former Technical Sergeant Vidal Doble in the “Hello Garci” controversy, Bayan said. The 2005 scandal erupted when Doble presented to the public taped phone conversations between President Gloria Macapagal-Arroyo and a Comelec official (widely believed to be Commissioner Virgilio Garcillano) about her one-million vote lead in the 2004 presidential elections.

The tape also implicated high-ranking military officials and senior poll officials in the 2004 electoral fraud.

Mrs. Arroyo has apologized to the public for talking to the official but denied she asked him to cheat for her, claiming she just called to check on the status of her votes. She survived three impeachment complaints against her.

Citing Doble's testimony, Bayan said Capuyan was among those who implemented “Project Lighthouse” or the wiretapping of personalities during his service as head of the Intelligence Service of the AFP’s "special operations group."

The partylist group ANAKalusugan has Col. Roland E. Kempis, a doctor and commanding officer of the AFP Medical Center as its first nominee.

Kempis served under Gilbert Teodoro, the presidential candidate of Lakas-Kampi-CMD, and Norberto Gonzales, according to the Department of National Defense website.

The partylist group Confederation of Non-Stock Savings and Loan Associations, Inc. or CONSLA has as its nominees, former Air Force Col. Ricardo Nolasco, Jr. and Navy Rear Admiral George T. Uy.

BAGO partylist has as its third nominee Brig. Gen. Manuel E. Mariano, Jr. who was the assistant division commander of the 7th Infantry Division, Philippine Army in 2008.

Some 45 partylist groups have submitted their nominees to the Comelec as of March 22. The deadline for submission is March 26. About 187 party-lists are listed in the ballots for the May 10 polls.
