‘Gibo’ urges review of economic provisions

The ruling party’s presidential candidate Gilberto "Gibo" Teodoro Jr. has declared he favored a review of the economic provisions. But he left the decision to a review body whether it is necessary to amend or revise the 1987 Constitution.

"You will have to amend the Constitution for those (economic provisions), but the matter is best left to a committee to review if amendments or revisions of the Constitution are needed.” Teodoro said.

Teodoro was reacting to a question on the possibility of opening up land ownership to foreigners as well as jobs reserved only to Filipinos under the Constitution, during the presidential forum hosted by the Philippine Chamber of Commerce and Industry (PCCI) last Tuesday.
He did not include the Charter’s political provisions like term limits for elective officials, but stressed that a review of the economic provisions could have a positive effect on the country’s development.

Among the areas that may benefit from greater foreign participation is education and the “services sector such as litigation and accounting," he said.

On the possible lifting of the limit on ownership by foreigners of residential land, Teodoro said that a theoretical revision of the Constitutional provision may instead consider "segregating properties which may be owned by foreigners in areas previously identified by the government."
